Yes, it is supposed to be a dig at Misa. :XD: And the attacker is obviously protesting against Matsuda's fashion sense.

This is for ~DeathNoteFansClub's competition - you'd pick two numbers and a letter, without knowing what they were. I picked 10-o-08 :p which corresponded to "Rem Saving Matsuda"
